La Cañada Flintridge does not run its own fire department. By contract, the Los Angeles County Fire Department is the Authority Having Jurisdiction here, and it already inspects parcels and administers brush clearance in the city.
That matters for Zone Zero in two ways. First, the county sets the Phase 2 schedule for replacing built items like fences, anywhere up to 5 years after state adoption. Second, the inspection machinery already exists: Zone 0 checks will ride on visits the county fire department already makes.

Is Zone Zero law right now in La Canada Flintridge?
The statute is law; the enforceable regulations are not final yet. AB 3074 passed in 2020, but homeowners cannot be cited until the Board of Forestry adopts final regulations, expected late 2026. New-fence and rebuild rules apply immediately at adoption.
Does the county or the state decide what happens on my parcel?
Both, in layers. The state sets the framework: 0-5 ft, phases, categories of combustible material. The Los Angeles County Fire Department, as La Canada Flintridge's fire authority, applies it parcel by parcel and sets the Phase 2 timeline, which can extend up to 5 years after adoption.
What counts as combustible material in the first 5 feet?
Under the April 2026 draft: bark mulch, dead or dying vegetation, wood fencing attached to the structure, firewood, lumber, and stored combustible items. The draft scaled back earlier blanket restrictions on living plants, so well-maintained plantings may be treated differently than dead fuel.
Will an inspector show up with fines the day regulations adopt?
No. The April 2026 draft directs an education-first approach. In La Canada Flintridge, expect LA County Fire to fold Zone 0 into the inspection and brush clearance program it already runs here, starting with notices and guidance rather than citations.
